A true bigot (of which there are very few on the conservative side) would never pen such a letter! This is definitely written by a liberal, pretending to sound like a conservative and failing rather badly.
Over the past years, we have seen all kinds of fakes, like racist comments written on restaurant receipts and such. In each and every case, they have proven to be fakes.

Besides the horrific number of grammatical errors, the giveaway to the letter being a hoax is the contrived “to make your daycare great again” at the end of the letter.
The hoaxer is trying too hard. The hoaxer also is likely too ignorant to know that printed letters can often be traced back to the printer using barely visible yellow dots printed on the page as an identifier.
