From what I can gather it’s a misleading term. What is being postulated online is that the standard internal pressure of the suit was doubled while in vacuum to test against bursting.

Probably twice standard atmospheric pressure or 29.7 psi inside against a vacuum outside, or three times standard atmospheric pressure or 44.1 psi inside to standard atmospheric pressure outside. Consider that the pressure in most automobile tires is about 32 psi.
