That is an outright lie. Most people who have surgery do not have to take drugs for the rest of their lives (and if they do, they are often medically boarded out of the military). They heal and are deployable. In contrast, those who choose to mutilate their bodies to resemble members of the opposite gender must continue to take hormones and hormone blockers for the rest of their lives in order to suppress their natural gender. That doesn't exactly bolster the claim that they are deployable--they aren't.

The very act of transgendering can diminish various strengths and abilities, and render the individual less able and less useful, even if the loss is psychological. Possibly especially psychologically.

Men would join the military - receive $50,000 worth of free surgery for 'transgender changes' and then sit on their butts in the US near their doctors for a year or more...(meaning they could NOT serve in a combat zone).
