Before Minneapolis police officer Mohamed Noor shot Justine Ruszczyk through the open driver's side window of his squad, a woman had approached the back of the patrol car and "slapped" it, according to a court document filed Monday.
Authorities say Ruszczyk, who also used the surname Damond, called 911 to report a possible sexual assault in the alley behind her south Minneapolis home. She called again 10 minutes later to check on the status of the responding officer's arrival. Soon after, she was shot.
A search warrant was filed by Minnesota Bureau of Criminal Apprehension investigators to look at the area where the shooting happened and gather evidence as part of the investigation.
"Upon police arrival, a female 'slaps' the back of the patrol squad," according to the search warrant. "After that, it is unknown to BCA agents what exactly happened, but the female became deceased in the alley."
But the document doesn't explicitly say it was Ruszczyk who slapped the back of the police cruiser. It also doesn't say whether that was the loud noise that Noor's partner, Matthew Harrity, said he heard and was startled by before the shooting.
A BCA spokesperson declined to provide additional details, citing the ongoing investigation.
Noor has declined to speak with investigators. He remains on paid administrative leave.
The shooting has stirred controversy all around the country and internationally as news spread to Ruszczyk's home country of Australia.
Former Minneapolis Police Chief Janeé Harteau, before she resigned Friday, condemned Noor's actions and said "Justine didn't have to die." On Saturday, Minneapolis Mayor Betsy Hodges appointed Assistant Police Chief Medaria Arradondo as acting chief.

Good point-—she tapped to alert them to the fact she was approaching. She did not realize that commonsense would dictate that one approaches someone in that situation from the front, well from the front, hands positioned to demonstrate they aren’t possibly holding or near a weapon. Heck I do that latter if I get pulled over for a traffic stop.
She may have just been too naive to the world or to inner city USA and it never occurred to her that streets there and elsewhere are battle zones where one must realize you are not ASSUMED to be benign, you are rather assumed to be a threat. Still absolutely not an excuse.
I stick with this: Dude was TRIGGERED by scantily clad white committing blasphemy against Allah, disrespecting a Muslim man, etc. He instinctively killed her just as he would instinctively throw a rock at the head of a buried woman who’d shown her ankle in public in his area of the world.
I have a different perspective, having lived in the Middle East among Muslims. The Western mind cannot conceive of the madness that infects the mind of the typical Muslim. Not all are bad, by any means, but a significant minority are so damaged by their hate-filled religion that they lash out violently and irrationally at the slightest provocation.
I know all I need to know about Somalis from lots of reading over the years AND from the great movie “BLACK HAWK DOWN”, which that movie is all you need to know. Think MauMaus of the 50s except with AKs.

Yup. From reading through these threads, there is apparently no way to actually get a cop's attention without putting your self at risk of being summarily executed.

Under usual rules of language it does. "A woman slapped the car" That introduces a woman to the situation. "The woman became deceased" That would be the only woman introduced.
A slap might conceivably sound like a bullet or rock hitting the car, right?

I don’t disagree with your viewpoint, but feel the woman in pj’s was not the primary trigger, but rather a Muslim man possessing absolute power in the form of a gun, exercising that power in a display of sheer madness.
Polls regularly show that across the west and MidEast, Muslims who have never directly participated in Jihad or terrorism support it by a large % and support its most extreme manifestations. The peaceful muslim you see in WalMart or in your office, when given the “high” sign, the right sign, can immediately turn into a jihadist.
This goes back to your central point. Their hate-filled youth and education reinforced by hate-filled adulthood.
In the case of Noor-—not given a “sign” per se, but rather TRIGGERED by a highly-charge situation in which he was confronted in seconds by several dynamics of the hate ingrained in him and to which he is sworn to act on: woman in public not covered, barely clad woman for his experience, impudent woman not “knowing her place”, an INFIDEL blaspheming Allah...a conflation of things that, to Noor, militated the murder of the female.
Somebody put up signs in downtown St. Paul yesterday, looking like valid warning signs, that said “WARNING St. Paul Police Easily Startled!” with an image of a cop with a gun in each hand firing wildly.

Taqiyya. He lied and the thin blue line ALWAYS covers it up. Nothing will happen except years from now the family will get a small settlement from the stupid taxpayers.
If a civilian shot another civilian, and then declined to talk to investigators, does anyone here think that the DA would just say OK, and move on? Or would an indictment immediately follow?
In the absence of a positive, articulated reason why shooting the lady was legitimate, indictment for murder should follow.

Good points. One wonders - how many hundreds or (more likely) thousands of Muslim fanatics are waiting in the wings?
I am guessing she tapped on the trunk for the purpose of alerting the policemen that she was approaching so they would not be startled by her. She was likely saying “hello” or some such at the same time, but perhaps we’ll never know. Maybe not the best move but should not be fatal.
In any event, I am still trying to figure out how the cop in the passenger seat can fire a handgun across his partner without putting his partner in massive danger and hurting his ears, etc... I mean, that is pretty nuts, not something that a loud noise should induce. And if the driver felt the same danger from the approaching pajama-clad trunk slapper, you’d think he would have hit the gas or done something other than sit there. The shooter should never been a cop, I think that much is clear.
