That’d be my choice. Javier Bardem as Anton Chigur.

All good choices. One I've enjoyed hating is Conrad Veidt. If you hated him in Casablanca, you will despise him in Escape (1940).

In this film Conrad Veidt runs an internment camp. A woman comes inquiring about here husband.

Woman : "Where is my husband? What have you done with him?"

Veidt : "I'm afraid you will find him somewhat changed. We have amputated his … enthusiasm."
Ouch!

Anton Chigurh (Javier Bardem) in “No Country for Old Men.” As cold-blooded as the Terminator.

“Add Christopher Walken to that list.

(Of course, I’m not convinced Walken isn’t actually Psycho)”

If he ain’t, that makes him one hell of an actor.

Here’s a different one: Imellda Staunton. “Who?” , you may ask? She played ‘Dolores Umbridge’, the kitten-loving, pink-wearing witch from the “Harry Potter” movies. She was so smug and sure of herself...and she did such nasty things to Harry and the crew.I

She is one of the most universally hated characters in all of cinema.

CGB Spender (The Cigarette Smoking Man) from the X-Files. Bill Davis is an excellent actor.

Yes! Anthony Hopkins was the best in that role. Smart, he smiled, had a sense of humor and was absolutely brutal.

Yes, I would have to go with Javier Bardem in No Country For Old Men, Anthony Hopkins in Hannibal as a close second.

The beautiful Javier is actually a very handsome man. But in
NCFOM, between his wierd hair and that pneumatic cattle-slaughtering device, he brought twisted, sadistic villainy to a whole new level.

"Donald Sutherland"

I saw him play the villain in Eye Of The Needle. He was awesome.
