Well we have slowly been voting them out of office.Yes, but as we have seen, they leave office but they don't leave DC.
As for controlling trash, just shut down WAPO and most of the garbage these rats feed on will be eliminated.

Some friends and I were sitting on a bench in Pershing Park which is near the Willard Hotel one night last summer. In just a couple of minutes, we saw probably 50 rats running around the park. I’ve always seen rats at night in DC, but this was like a horror movie.
