I seem to recall there was a story that popped up in somebody’s bio (I forget who) that RFK and Rudolf Nureyev were caught in a closet during a party getting busy.
Not 100% sure of the parties, but I really think it was RFK and Nureyev.
Obviously, JFK wasn't gay, but he might have been drunk enough or stoned enough or tired enough or curious enough that anything could have happened.

IMO, often men who are blatantly promiscuous with women actually are covering up their attraction to the male sex.
I read a lot of books on JFK years ago and know who Lem Billings was, but I doubt that Kennedy was gay. When would he have had time?

I think for insatiably promiscuous men, sex is a drug. They inevitable become jaded and are always on the search for a new high, so they don’t rule out gay sex. Hugh Hefner is the perfect example.
My sister has been saying for years that those that pull the strings get people like Kennedy in office that have secrets so they can be controlled by the puppet masters.

Considering Kennedy’s free-wheeling sexual activity and his close friendship with Billings, it looks to me like a no brainer. The photos of them together tell the story. Kennedy on the receiving end? Probably, certainly during the school days. After that, who knows?
