Modesty customs are different between the genders because the visual attraction that men have to women is very high. It is not a situation of simple symetry. If only adults frequented the beaches than I would say government ought not enforce modesty custom. But rebelling against modesty customs in front of children is a different matter. In the extreme case do we want an old male pedaohile free to go naked in front of young girls? If not, than government has some role in enforcing modesty cystoms.

When I was a kid, walking along the beach on Jekyll Island, a woman walked by wearing a tiny bikini with her pubes spilling out all over. She just looked at me and smiled. Just something kinda weird. Hadn't thought about that in years.
