Yahoo really doesn’t understand “deep meaning” behind anything.
Visiting the Kotel is a religious event for Jews. Some women wear a head covering to show respect, but it’s not required as it is for men. Many religious Jewish women cover their hair (not just the top) anytime when in public.
Notice that wearing a wig, as in one of the photos, is considered covering the hair.
Ivanka’s hat looks like a style statement. Note that Melania’s head is uncovered.

It’s not just in public. It is also in private. If you have a dinner and a bunch of guests come you wear your head covering.. I am not Jewish but while watching Srugim I would go to a website that delved into the episodes and explained things. Of course, I didn’t understand a lot of the words they used.
Some of the episodes had a character go live in a Jewish settlement. Got free bullet proof coverings for windows. They got scared one day while walking thinking they saw an Arab. It was an interesting slice of life show.
