And no, not a hajib but showing a degree of modesty (unlike the reporter we saw earlier with the miniskirt). The scarf thing probably went something along the lines of, The FOTUS will not be wearing a head covering. Notable is the lady interpreter to the King was also not wearing a head covering, likely by order of the King as a show of respect towards Melania.
