Where's the documentation that shows that the NSA/CIA decided for some strange reason to give up on hacking iPhones after 2008?

I assume they are hacking the, but not wholesale. . . or uniquely. . . as you and the other frothing at the mouth Apple Hate Brigade members seem to be claiming.
