The asteroid capturing part of this scheme does seem a little tricky. But through judicious use of rockets powered through a perpetual motion mechanism, I’m optimistic that this plan will come to fruition.

Since they want to build it in Dubai they don’t need perpetual motion machines. They can fire harpoons into the asteroid, and attach the harpoon cables to winches which will be turned by slave laborers on treadmills.

I think you're really on to something lol. The Arabs could install an electric fan that drives a wind turbine, generating enough energy to run the fan and power the building.
