What is virtue signaling? I hear this phrase all the time, but don’t know what it is.

I think it is spending your time talking and bragging about being virtuous, without actually being virtuous, just to get the public approval from your peer group.

I don't know if you were around in the early-to-mid 1970s, but there was a bumper sticker that "went viral" back then. It read: I Brake For Animals.
That's the first case of "virtue signaling" of which I'm aware, although of course that was long, long before anyone invented a phrase to describe the behavior.
The "I Brake For Animals" thing was great for virtue-signalers because it (1) marked them out as superior beings, (2) made the reader feel just a little defensive, as if to say "(unlike you), I care about animals."
It was followed soon by the "Baby On Board" bumper stickers and the "My Child Is An Honor Student At East Slobfest High School" bumper stickers.
Also, public virtue signaling went off the charts when Marlon Brando didn't show up to accept his Oscar in 1973, handing over his time to Sacheen Littlefeather, who delivered a statement demanding better treatment for Native Americans from the movie industry. There was certainly Virtue Signaling at the Oscars before that, but Ms. Littlefeather put the concept into a whole new orbit.
