After making two new files, it won't accept new contents so thinking that's where the problem is. Whatever it might be.

Close and reopen File Manager.

CCleaner has a setting to clear your favorites. Did you have that checked? It’s possible you deleted your favorites.
I’ve done that once before, but I had a backup.

Are you SURE you’re not logged in as another user than your normal self? I assume you checked but similar questions have been answered with that .... so .... log out and back in if you haven’t already .... good luck!

I’m the only one.
All the many Favorites files are showing but each one is empty. Such as my Political file is there but when I click on it, it’s empty. The are no links to anything. No FR saves. No nothing.

Restore from your backup drive? (Providing you do perform backups..) You should be able to go back far enough to find your files prior to deletion.

My wife deletes the wrong stuff frequently.
Luckily Windows has the System Restore utility that almost always fixes it.
