They are not “free.” They are “overhead,” just as toilet paper and towels are “overhead,” absorbing a few minims of each student’s tuition.
Regarding why they’re put out for general use, maybe it’s because the young women don’t carry purses, so they don’t have their own supplies with them (as every sensible woman does at all times) nor coins to use a coin-operated dispenser.
