Anyone can pretty much be pardoned at any time (Gerald Ford/ Richard Nixon).
I absolutely believe this is what the Come Letter on Friday was designed to set the stage for.

Incorrect. One can pardon for unindicted — even undiscovered — crimes.
One cannot pardon FUTURE behavior. But Ford pardoned Nixon for unindicted crimes (besided the one he was impeached for, which is a kind of an indictment), and Carter pardoned ALL draft dodgers.

No, The Power of the Pardon is Absolute, he can pardon for anything and everything even if no charges have been filed. It’s a blanket pardon for crimes between certain dates or whatever.
The President can even make out Blank Pardons and sign them and the dates filled in.
