What do you mean by "illegally changed addresses"? That they moved, did not re-register at their new location, and attempted to vote at their old polling place?
I disagree with your no vote if you don’t own land for 2 reasons I can think of right now
#1 many good citizens lost homes in recent years, why should they be penalized by not being able to vote?
#2 plenty of foreigners own land or homes here but are not citizens of USA.
I'd go for Voting certificates being issued by the IRS. If your total Federal Tax number is above 0, you get a certificate allowing you to vote in Federal elections. Otherwise, no.
Otherwise, it's a conflict of interest.

We don't have "pollwatchers" in Konnecticut, so I signed up to be an assistant Registrar on Nov. 8th - a long day (5am - 10pm), but wanted to do my part to ensure NO DEMONCRAT improprieties.
I’d did a training session and might be working the polls election day. That situation about “illegally changing addresses”, I don’t understand. Isn’t there still time to still get the address updated? If not, I thought that anyone without proper ID for their voting address filled in a provisional ballot and had to produce validation in a certain time frame. It doesn’t make sense that this early someone would not just get proper validation and come back with it.
