Please cite the relevant passage in the Constitution.

The Constitution only allows Congress to intervene in the case of a tie. They can't "decide neither is fit for office", because the only two requirements are age and citizenship, and Obama threw the latter out.

The House can choose from the top three on electoral votes. The cute detail is if only Trump and the tyrant earn electoral votes, but one elector votes for someone else, such as Paul Ryan, then the House can only choose Trump, the tyrant, or that third person (Ryan/Jeb/whatever). By playing games and getting an elector to violate his obligation to vote as directed, the House could choose anyone eligible whom even one elector would support.
