It's really tough for me to explain, but basically it's one that does not need the governmental and corporate servers. It's kinda like government with a huge central federal government, like our current one vs a decentralized government where States have the majority of the power, like the one we used to have. I'd go even further and say it would be more similar to having only local governments without any State or Federal governments involved. Basically, there's nothing in the center that everything has to go through. I hope this makes sense :)

So does that mean there would be little internets all over the place? What would keep it from ballooning out of control of some sort?

How do the decentralized hubs communicate with each other? How does one hub know the other exists? If there is an address book, can’t the decentralized hubs be controlled by the government?

It’s about power creep...own the naming system and those who want to remain free on the web have to go back to using the number system(one can still put in numbers) and then come up with a way to communicate to others what the ‘number’ of their web site is! Demands for “international” owner ship of the nodes and the main trunk lines in this nation will be next and that is where the ax will need to be laid at the root.
I have wondered why the delay in implementing IPV6...perhaps it opens up trillions of web sub addresses which can’t be controlled by one “naming” agency.
