I could not stand Janeway...she was awful.
Captain Kirk when faced with a difficult situation would find a way out by bending the prime directive just a bit.
Captain Picard when faced with a difficult situation would discuss options and then choose the best course he could, with great respect for the prime directive.
Captain Jayneway when faced with a trivial problem would twist it into a moral dilemma by expanding the scope of the prime directive beyond all reason.

And it is because of this she was an incompetent commander who should have removed by her second before the end of the first episode.
