About seven minutes lapsed from when an eyewitness saw Jean Jacques Michell in the French Quarter ransacking a New Orleans Police Department car and the time three officers had Michell on the ground in handcuffs, his arrest warrant said.
Michell, 35, was booked early Wednesday (July 20) on charges of simple burglary of a vehicle and simple criminal damage to property after he smashed the windshield of a marked cop car parked and apparently removed its computer system, his warrant said.
The warrant, sworn by NOPD Det. Justin Almeida, said Almeida and Det. Mark Schmidt were on patrol when a person flagged them down around 1:30 a.m. Wednesday. The person told them he had just seen a man with a beard "breaking into a marked police unit" near the intersection of Conti and Decatur streets.
When the detectives got there, the warrant said, they saw a bearded man on the ground, handcuffed, as Detectives Elliot Gray, Sharon Mahan and Sgt. Mark Mumme detained him.

Yep. 8 of them and a few dogs died in a fire in an abandoned building a few years back. They were burning debris to keep warm.

Pre-Katrina there was an effort to get them off the streets, but it doesn’t look like that worked well. I remember them drumming on plastic pails so people would give them money to stop the noise.
