Partly his accent and partly his diction, but yeah, he can be an interesting guy to try to decipher. Tim Conway, Jr. (yes, the comedian’s kid) has a show on KFI-FM here in LA, and every Thursday plays “What The Hell Did Jesse Jackson Say?”, where they’ll roll brief clips of him and the callers will try to translate into English.

I could never understand much of what he said.
Even back in the 80's when he was running for president, and I still had good hearing, I could hear the words but they just didn't make any sense put together.
