Not that unusual. I spent a lot of years kayaking out there and there have always been great white sharks. Just 20 miles north is Ano Nuevo, a breeding ground for elephant seals and with a huge population of sea lions as well, making it a feeding ground for sharks, part of the red triangle on the west coast. Just to the south is Monterey Bay which is also a food source for great whites. As a whole shark populations have been increasing as there are a number of federal laws protecting great whites.

Oh yeah , I have watched a number of videos on the wave pool they built.
Have to say that is very cool.

Santa Cruz is a very liberal city—the even wrote a book about it, I believe, called “The Leftmost City”. Coalition of lesbians, feminists, socialists, communists, and radical environmentalists have stopped every needed project there for decades.
