Arthur’s father was born in Ireland and moved to Canada before Vermont. Was he an american citizen when arthur was born?

Not quite, because Chester Arthur was a British subject and had no lawful U.S. citizenship at all. Barack Hussein Obama was born a British subject with no lawful U.S. citizenship.
