Devil’s advocate here, one reason for not answering is it would give the media a soundbite of him discussing himself. Instead, he gave them soundbites attacking Trump and the reporter.

Ok I get your point but if I would think a bold flat out denial would be a lot stronger a response.
To me the fact that he can't manage that is as good as an admission of guilt.

“he gave them soundbites attacking Trump and the reporter.”
Like they don’t have enough of those, right? Cruz does that in every conversation, no matter what the topic is.

This is why, for so many years—i.e.: decades—conservatives have grown steadily more distrustful and disdainful of career politicians/the Permanent Political Class/the DC Cartel. Namely, because they cannot or will not give a simple, straightforward and HONEST answer to even the most basic question.
To anyone saying it doesn’t matter: you are too clueless even to merit a reply. Oh, and I’m sure that, were Cruz the nominee, the Dems would agree that his integrity, or lack thereof, is none of their business.
HA!

Cruz said the allegations were "garbage." How is that not a denial? The fact is that the Trump-friendly media wants to keep the story alive, so they will keep asking for denials. When Cruz turns the question on Trump, it defeats their purpose.
To get where he is in this race, Cruz has had to be a master strategist. So far, so good.
