The last time there was a vacancy during a presidential election year was 1968, when Earl Warren decided to retire and Lyndon Johnson tried to elevate Abe Fortas to fill his seat.
A great political firestorm occurred. It was decided that whoever was elected in November would appoint the successor.
Nixon ended up appointing Warren Burger to replace Earl Warren.
No one said he's stupid. He's far from stupid. He's corrupt and evil. He promised conservatives, who re-elected him, that he'd fight for them - and once back in the Senate, stabbed them.
"...conservative voters are likely to stay home in disturbingly large numbers"? And who's to say that isn't the plan of the Uniparty again? Let's have another repeat of 2008 and 2012, where the GOPe nominates their loser candidate (Jeb, Marco, take your RINO pick), and conservatives stay home once again? You know the outcome.
Does the Republican Senate leadership want to be lynched? I highly doubt it.

Now those spitters have grown up and they are spitting on the entire country.
Additionally, they have spawned a new generation of edumacated ignorami who put lemmings to shame.
The list was prepared in 2009 and updated to reflect changing circumstances for potential nominees. Every president does this. I’d like to say that Obama is so stupid and incompetent that he didn’t bother with it, but he has a staff to cover for his stupidity and incompetence.

Sums it up perfectly.
