They always strike through the amount when publishing images of postage stamps.

If it were a 44¢ stamp it would show as 44¢ "Forever" is the "rate"

The USPS has had these stamps for years. The marked through "Forever" is done on all online stamps so they can't be used as postage.

This one was issued the summer of 2001.
