I haven’t seen any self aware ghouls yet. They are all feral.
But I’m sure there are whiny ones. I loved the ghouls in FO/FO2.
The ghouls in FO3/FNV/FO4 are zombie like and come in packs. Feral ghouls is what they are called.
As for the MIRV(not sure what that is, not sure what C-finder is either) dunno. But I found a Junk Gun that you load with junk and you can charge with a button. I’ve seen freeze rays and stuff too. I’m not very far at all though, explored mostly the North/Northwest. Haven’t gone into Boston yet. I’m an initiate in the Brotherhood of Steel, and there is another major couple of factions. The Minutemen are the main arc faction, and there is The Institute(not sure about those guys yet). The Minutemen are exactly what you would think they are when I say Minutemen, and you’re bringing them back to their glory days is what the main arc is from what I’ve seen.
Power armor is frigging awesome now. You can mod it with jetpacks and all sorts of cool stuff. But downside is it consumes a special type of fusion power cell.
It’s really great.
The ferals are SO much better than the other FO's. They leap and lurch and dodge much like the "28 Days Later" rage-zombies.
But yes, I have met the normal ghouls. Well, one. A settler.

There was one of the railroad tunnels...
when I first entered it, There was a collection of teddy bears and the ghouls didn’t attack me until I went near them. Now I don’t know if that was a glitch, or an intentional scenario of the game but I would note a very subtle/subliminal bit of storytelling going on in that you often find ghouls are carrying toys or baby rattles instead of simply random stuff.
Just something to ponder.
I like what I hear about the power armor! Might remind me of the times I chugged potions to get 700 acrobatics in Oblivion!
I knew about the feral ghouls, I was pointing out about how much the non-ferals whined about “smoothskins” being parallel to people blaming everything on “discrimination”. I never noticed ghouls being mistreated in the games except at Tenpenny Tower (I wont say anymore, because I don’t want to spoil it for you)
