Are you defending GWB for not removing invaders from the US? Would the Tsarnov brothers have been in the US if GWB had when he had the opportunity refused to take Muslim refugees or students into the US? If he had initiated policies that got those in the US illegally deported?

Instead, he got involved with misguided regime change in Iraq, which created the vacuum which ISIS filled.

You CANNOT absolve GWB of all blame for what followed. Nor can you deny the statement that he was President, and for enough time to assess security weaknesses, when 911 happened.
