I am a little paranoid but.....
This man age 25-35 walking around with chemical burns all over his hands and arms with a woman who I presume to be his wife but much younger were walking around taking pictures all over the place.
I thought it was suspicious but I got alarmed when he had his wife pose for a picture in her head scarf but he snapped one photo of her but then tilted the camera to the right and the left of her snapping pictures of a huge hay bail halloween display behind her. His eyes weren't focused on her, but the foot traffic moving around them.
Then I went to the bathroom later on, and by the emergency exit door he laid out a prayer rug and was praying to Mecca. But he was facing the wrong direction (He was praying to Alaska) like he didn't know the area and with all our clouds he couldn't figure it out (He should have faced the North-East and not the North-West), but he was carrying a smart phone.
As an Oregonian whose wife shops at the Woodburn Outlets. What you saw has me concerned enough to tell my wife that it is probably best to avoid the Woodburn Outlets for a while and I am wondering if I should pass it on to people at my church. Please, Please contact the police or the FBI so that they can follow this up.
The Mall Security when over into the bathroom areas as I walked out, Don’t know if someone else called them.
but he was short in stature, only about 5’3”

Seriously, I’d report it like others have suggested. But to a level above the mall cops.
He was blocking the side door to the bathrooms, the main door was still open.

Not just an Oregon mall, but they could be casing malls all along the Pacific NW. I would call the security office, and ask them what they did in this instance, since security was called. If no good explanation, take it to a higher level.
Better yet, report him to OSHA. His boss is making him brew WMD without the proper protective equipment. I’m sure OSHA has a SWAT team they can sic on him.
Good, because if we don’t report what we see, then that little future terrorist- Ahmed Muhamed ( of the bomb clock fame)will have won. They want us to be afraid to report out of fear of being labeled racist.
I live in Portland and work for a company that has a store in that mall. After 9/11 I saw something in downtown Portland that I reported to the FBI. FORTUNATELY nothing came of it but to this day I think something was very wrong with what I saw.
We aren’t supposed to ignore our instincts - use them. Don’t feel weird about calling the FBI - just think how awful you’d feel if they did bomb the mall and you had said nothing.
Our fearless leaders (/s) have invited these savages into our lives and it’s up to us to fend for ourselves.

I think a lot of these guys walk around trying to look suspicious so we’ll say something to the authorities. When it turns out to be nothing the person who said something gets ridiculed. Even here on FR

You should have asked him how he got those chemical burns? And then asked them if they were christians and if they knew God’s one and only Son? And then told the woman that wearing that head scarf will not make God love her any more or less. And then ask them how long they’ve been in this country and where they came from originally. And then ask why so many people accept the false prophet Mohammad.... That should get the conversation off to an interesting start that may help you figure out what the deal was .... :)

In my culture, the world is my urinal. I would have let the guy kneel down and pray to Anchorage, Alaska, and just whipped it out and pissed all over him and his yoga mat.
