I used to have a stamp of my boss's signature to use on the payroll checks when he was out of the office.

That was not fraud.

I could use it on PO for items needed for office supplies when he was out of the office.

That was not fraud.

If I had used it to sign checks for capital expenditures or to sign PO's for shop supplies, that would have been fraud.

If I had used it in any way or at any time he did not authorize me to use it, that was fraud.

If this case, no authorization means fraud.

You used that stamp with your boss’ knowledge and consent. Using Mrs Davis stamp without her consent, in fact against her wishes is fraud. Felony fraud.

You are correct. If she didn't authorize the use of her signature then it would be fraud.

As others have also stated, there are always clear instructions on what that stamped signature is to be used for.
