The net part was my idea too, a lightweight net packed into a shotgun shell, weighted around the edges so it has some throw weight and will open to a circle. Like the round cast nets used to get bait fish.
A lot of neighborhoods do not lend themselves to shot, steel or otherwise.

We have had steel shot in our shotguns for decades.
I had a Rem Semi Auto that shoots 3 inch Goose Duck steel loads.
I would wait until my hunting buddies or sons emptied their normal 12’s at over head geese and hammer them out of the sky with my weapon.
It should reach out and touch drones within its long range.

Big shot strung together with steel wire would be very effective, I think.
everyone i ever hunted with is of the opinion that steel shot is totally inferior to lead shot. the feds outlawed lead for migratory waterfowl some years back. steel shot is hard on gun barrels as well. best legal shot for waterfowl is bismuth although more expensive.

How about an arrow trailing several weed whacker cords, fired from a powerful compound bow with its aiming device & release trigger? Object: entanglement.
Makes no noise, breaks no laws. Upon launch, anyway.
