I have known some Africans and they know how. It has to do with what you said about “fear of interference from the government”. They fear that because in Africa they have seen what a bad government can do.
I believe their fear was more of being deported by a very secular government.
Of course their being from Liberia, until very recently, there has been NO government for years. The borders with Sierra Leone and Guinea are very porous with people just walking across the borders with no checks.

This was a yuppie white couple so don’t go down that path.
Marcy’s is one of my breakfast hangouts in my hometown of Portland, ME. I know Darla and her husband and they are good people. Marcy’s is a very small place so getting a table* for breakfast or lunch is not easy, especialy on weekends.
* I always sit at the counter.
