But - that being said - I’m sure there are good ones that wouldn’t obey that order.
The real question is - would they actively - and physically - try to stop the others from doing so, or just do nothing.

Not so hard to answer, look at the US Military, have you seen any ranking officers balk at carrying out obama's orders? Even when they know it will cost the lives of their men.
The cops, I believe will do what they are told to do, for in following orders is their paycheck and retirement assured.
