JFK knew that the democrat party could not be a force for the left without changing the immigration laws to replace the American voter. For the democrats, mass immigration serves many purposes, as voters for their party, as welfare recipients and users and supporters of government programs, and as a force destruction of the national American identity and culture, and as a way to break from the past, and in time erase the American past from the school books.
However, if there is one man who can take the most credit for the 1965 act, it is John F. Kennedy. Kennedy seems to have inherited the resentment his father Joseph felt as an outsider in Bostons WASP aristocracy. He voted against the McCarran-Walter Act of 1952, and supported various refugee acts throughout the 1950s.
In 1958 he wrote a book, A Nation of Immigrants, which attacked the quota system as illogical and without purpose, and the book served as Kennedys blueprint for immigration reform after he became president in 1960. In the summer of 1963, Kennedy sent Congress a proposal calling for the elimination of the national origins quota system. He wanted immigrants admitted on the basis of family reunification and needed skills, without regard to national origin.
After his assassination in November, his brother Robert took up the cause of immigration reform, calling it JFKs legacy. In the forward to a revised edition of A Nation of Immigrants, issued in 1964 to gain support for the new law, he wrote, I know of no cause which President Kennedy championed more warmly than the improvement of our immigration policies. Sold as a memorial to JFK, there was very little opposition to what became known as the Immigration Act of 1965.

This is the time for those of us who have flakey Dem DC pols to contact them. Let them know you care about the inner city, and only jobs and community policing will improve things. Tell them that the jobs situation is why they should be strongly against that horrific trade deal. We have a better chance with them than with Boehner and his backstabbing cronies.

You forgot the 4700-word speculative blathery opinion piece a la Salon whereby the implied demeaning of Blacks by offering them only entry-level jobs was solved by importing millions of unskilled but more-willing-to-work Hispanics. Democrats pointed to Republican obstrutors who stopped numerous bills in the house that would grant MD status to thousands of inner city Blacks that would give them provisional licenses to practice medicine and to open subsidized neighborhood clinics (since they are already undocumented pharmacists) and forgive student loan taken out by current and former medical students thus it’s George Bush’s fault. Obviously, nobody knows the actual numbers, but it’s generally believed that the figures above are roughly correct about the proportion of changes over time.
Which means Obama neither started nor particularly accelerated the influx. Allowing it has, sadly, been one of our few truly bipartisan policies.
