No, the CIA funded the Afghans through Pakistan, that is true. Al Qaeda were not Afghans though, and they didn’t receive money or assistance from the CIA. Al Qaeda grew out of a community of foreign fighters that flocked to the fight, and Bin Laden was able to assume prominence with them in part because they needed his money, since the US was only funding the Afghan rebels and not the foreign fighters.

As for the Taleban, they were anyone that switched sides, and many of them were actual Soviet/Russia tied.

Sigh... there were multiple groups involved in fighting the Soviets. They were not all collectively “the AQs”.
We provided the Afghans with stingers. Those were native Afghans fighters, groups that later morphed into local warlords like the Northern Alliance. The group that eventually morphed into Al Qaeda were not Afghans. They were foreigners with “jihad fever”, just like the ones who later flocked to Bosnia, or nowadays to Syria. The CIA did not work with the foreigners, or fund them, or provide them with weapons.
That is a common misconception fueled by leftist propagandists like Michael Moore.
It was pretty common knowledge back in the ‘80s that it was the CIA supplying the Stinger missiles.
