No, the CIA funded the Afghans through Pakistan, that is true. Al Qaeda were not Afghans though, and they didn’t receive money or assistance from the CIA. Al Qaeda grew out of a community of foreign fighters that flocked to the fight, and Bin Laden was able to assume prominence with them in part because they needed his money, since the US was only funding the Afghan rebels and not the foreign fighters.
AQ was saud. America was funding other militias, but AQ was all Saud.
As for the Taleban, they were anyone that switched sides, and many of them were actual Soviet/Russia tied.
