Supposedly Hopkinsville, KY, is the best spot for viewing the eclipse in 2017. But of course everything depends on having a clear sky.
I was in Europe at the time of the 1999 eclipse and the day started very overcast. Fortunately the sky cleared just enough that I was able to watch the total phase of the eclipse.

Please tell me if I'm wrong - the last time I saw a total Solar eclipse was over a half-century ago.. The total solar eclipse of March 7, 1970 was visible across all of North America and Central America. I was working in NYC at the time and recall the warnings published in the new to not look directly at the sun. Some people viewed it through strips of film. Thank you for the correction - that was the one I saw. IIRC the Corona was visible from below the VA-NC line - we didn't get the Corona in MD.
