Let's assume you have a newer computer and an AntiVirus program installed.
Try to use
PaleMoon as your default browser (it is lighter than Firefox on your system).
Install
AdBlock Plus add-on.
Install
Ghostery add-on. Setup Ghostery by blocking all scripts. Later if you want to, you can unblock some scripts i.e. Disqus in order to read comments related to articles on the websites you visit.
Install
Malwarebytes free version. During installation take the checkmark out from the option of having a full, trial version installed. Run update, and run a full scan. Quarantine/kill all the bad guys it finds. If you like the program, buy the full version.
Avoid the so called "ToolBar"-s to be installed/added to your browser. All of them are eating up resources, slowing down your Internet surfing, and spying on your Internet activity. If you have some installed/embedded into your IE already, you can uninstall or disable them.
Something to remember:
- In PaleMoon go to Tools -> Options and adjust your privacy and security options to your needs.
- If you make financial transactions using PaleMoon, then you can "whitelist" those sites in AdBlockPlus and Ghostery to avoid 'hick-ups' during transactions.
The above is just a small advice in a nutshell. I hope it will work for you, but please note that some sites, like TheBlaze, are really heavy on most machines. This is just a very bad decision from the company owing the website, or their Webmaster is not a qualified person for the job.

You’ve got adware/spyware installed - they can sneak it in with other useful apps if you’re not super careful.
I think malwarebytes will get rid of what you’re seeing -
underlined stuff, popup pages, etc?
