It doesn’t seem to be mentioned as much anymore but when I was in Junior High and High School back in the 50s and 60s, it was always stressed that the area between the Tigris and Euphrates was the birthplace of civilization.
It was always referred to as The “Fertile Crescent”.

It’ll have to be two days then, survival without water past three days, uh, doesn’t happen. The treaties about water use and how much has to be allowed through (dams and such) were hammered out the better part of a century ago, and have been bones of contention ever since. For one thing, there are year by year fluctuations, and for another, long term fluctuations (completely natural), and for yet another thing, there are hydroelectric projects, particularly in Turkey. Syria illegally cut off a good sized chunk of Jordan’s water supply decades ago; the 1994 peace treaty with Israel requires Israel to make up that shortfall.
Clearly the proper way to do that is to bomb some dams in Syria.
True, all true. I don’t know how much of this is just “hype” either. (Politicians other than democrats “do” exaggerate worldwide.) It is a long border between two countries - with only a few big rivers though.
But, nothing affects more people downstream faster than water.

Well, seeing as how this part of Syria is run by al Qaeda- linked ISIS, what makes you think that NATO didn’t green light it?
Millions of ordinary people rely on that water supply and infrastructure who cannot easily relocate, while ISIS is a small band of highly mobile jihadists.
As a reason for stopping the water flow, 'fighting terrorism' is a complete nonstarter.
However as a provocation to prod Syria into a military conflict, denial of water to millions of Syrians would seem quite an effective tactic.
