The postal worker was out of line injuring the dog. On his defence, though, and not knowing the character of the dog, I will say that generally the Yorkie owners I've seen (
note: generally, so if you're a Yorkie owner who doesn't fit this profile, I do not mean you) do NOT control their dogs. They go around barking and howling and snapping and chasing which would not be tolerated in bigger dogs.
I don't know in this case so have no opinion on this particular case.

This indeed is a sad story. Postal carriers are required to carry mace for dog protection. A rock was unnecessary.
But on the other side, the dog should have been on a leash or in a fenced area. You do not let your dog run the neighborhood. For your protection and the dog.
