Note for #1: Don’t use Outlook Express. Outlook Express is legacy and does not use the proper protocol standards in place since its initial release. You likely can’t get your mail, because your client doesn’t support a specific transaction encryption (i.e. TLS).
Download Thunderbird from Mozilla (it’s free) and try again. I bet you have better luck.
Outlook express brings back some bad memories of getting called by other people.
Another legacy program is earthlink’s e-mail program. It doesn’t work in windows 7. The spousal unit who deleted almost nothing had to go through 1000s of messages to port over to Gmail. That lightweight earthlink client was never meant to hold gigs of data.
I installed xp on a virtual machine with the client and left it. It took a long time but a lesson was learned.

I also concur. I have been using it for - well, years. However, if you have something personal against Thunderbirds, there are other email programs out there that are better than Outhouselook DistressExpress.. Actually, ANYTHING (almost) is better than OE.. ;-)
