Read the story and can see there are two sides to it. I too have a trolley line for my big dog. She barks but is a sweetheart and when I walk her I let the neighborhood kids pet her.
One thing that I highly recommend, even for a dog on a trolley line, is a “Beware of Dog” sign on the fence. Whether its a deterrent to crooks or just a warning to visitors, it tells them to be careful as even a friendly dog will protect its home from strangers by at least barking or alerting.
The “Beware of dog” sign would be used as a defense that the owner had a dangerous dog.
Let’s not defend government employees when they violate the law.
The mail carrier and the meter reader have clearly managed to do their jobs in the past. The government employee can as well.
Why not hang this sign outside instead? It means the same thing to the men in blue:
Beware of Dog Like that is really going to stop a cop with an etch to pull the trigger on something... It’s more of an invitation.

Current legal scholars recommend you NOT to put "beware of dog" signs up since, IF your dog bites someone, the warning sign indicates that you KNEW of a potential of future dog aggression and the victim will wipe the court with your good intentions and bank account. Shrug...some areas of the countries are different, but sounds legit.
Better idea: Fence with "no trespassing" and "private property" sign clearly visible. I don't know what alternative to warn people of a dog on your property would be, but I was advised on my farm to have "no trespassing, no hunting, private property, and no soliciting" signs posted. Oh, and your doormat should say this:
