This is not new: they've been doing that in Europe for nearly a decade.

European petrol (as gasoline is known there) have sulfur impurities of around 5 parts per million, very necessary to use the advanced de-NOx catalytic converters seen on many German-market Audi, BMW, Mercedes-Benz, Opel and Volkswagen vehicles.

On what scientific basis was this decision made by the EPA or was it just pulled out of their a$$?

Why not publish the necessity for these changes and let them be verified by an independent investigating team.

Include in the report if these spec changes are economically justifiable or will these further destroy the incentive for upgrading and/or expanding our domestic refineries.

Yep. And beware of gas prices in areas of tourism. They suddenly went way up over the past week or so and will spike much higher. It might be a real good idea to be sure and fill up in the cities on the plains before going over the mountains.
