WASHINGTON – An American citizen who is a member of Al Qaeda is actively planning attacks against Americans overseas, U.S. officials say, and the Obama administration is wrestling with whether to kill him with a drone strike and how to do so legally under its new stricter targeting policy issued last year.
The CIA drones watching him cannot strike because he's a U.S. citizen and the Justice Department must build a case against him, a task it hasn't completed.
Four U.S. officials said the American suspected terrorist is in a country that refuses U.S. military action on its soil and that has proved unable to go after him. And President Barack Obama's new policy says American suspected terrorists overseas can only be killed by the military, not the CIA, creating a policy conundrum for the White House.
Two of the officials described the man as an Al Qaeda facilitator who has been directly responsible for deadly attacks against U.S. citizens overseas and who continues to plan attacks against them that would use improvised explosive devices.

So an American terrorist in a third world hellhole is a threat to the US.
But non-Americans with ties to terror organizations and activities are safe to allow into our country as immigrants.

The decision would be easy if the target was the leader of a Tea Party based militia. It’s only difficult because the fearless leader does not consider a fellow Muslim a bad guy.
Just give his name a location to Hillary.
If they want to, they will do all of that anyway regardless of geographic location.
At this point, this dirtbag needs to be put into a bag in the dirt. He is working overseas to kill americans and just as the GITMO detainees do not merit due process, neither does he.
There were american citizens who fought for the Nazis in WWII and we didn’t wring our hands over killing them on the battlefield; we killed them as enemy combatants. Muslim terrorists deserve no less.
Now, is Obama using this to bolster his image; you bet he is but that makes no difference either. Those of us who understand that he is the enemy are not going to look more highly on him if he kills this POS through whatever means. Those who now look at him favorably, regardless, will still admire him for his “bravery”.
If this administration can convince the American people that a dead border patrol agent is the result of a fake scandal, and that the IRS didn’t target conservatives, certainly they can convince them of a ‘failed robbery attempt.” They don’t need drones.
This is hand wringing self-righteousness for consumption by the masses.

There is no reason to struggle. As soon as our intelligence folks discover an American working with the jihadis, they refer it to a grand jury. If the evidence pans out, he’s put on trial in absentia. Found guilty of waging war on the US/treason, they are free to drone him when they locate him. Easy enough. It just takes following the protocol.
He has a pen and a phone so I don’t see what the problem is.
