They are lying. When you buy the cartridges, you choose low nicotine, medium, or high. I get the low and I would bet most people don’t go above medium because people get them to drop down on use of nicotine. High nicotine users are likely still smoking real cigarettes.

There is a serious ongoing campaign to force the Federal Executive Department to conform to the limitations that the Constitution imposes on ALL branches of government.
