As a result of continued drug violence in their communities, Mexican citizens have been arming themselves to fight back against ruthless cartels and breaking the law to do so. In Mexico, regular citizens are not allowed to own firearms.
When citizen, vigilante groups first started arming themselves against the will of the government, police and officials expressed concern and asked the groups to disarm. But now, after armed communities have proven to be an effective force to keep drug cartel activity at bay, the government is changing its tune in some areas of the country. More from CNN:

Mexico has descended into anarchy. Some people have suggested that open borders was to prevent that from happening. Another Obama Failure.
Stunning that CNN would recount something like this - that armed private citizens are a good thing... Or are they spinning it as a bad thing?
Odd suggestion. Anarchy is contagious.
No, open (ie. even more porous) borders will simply bring that anarchy north. It is already here, just the press downplays a lot of it. Allowing more/freer cross-border traffic will simply expand the turf, expand the war.
Seems like a step in the right direction though - officially allowing citizens to arm themselves and protect themselves against the drug cartels.
This reminds me of the story of the County in the US where the Fed Government stopped paying PILOT (Payment in Lieu of Taxes)for land in the county. The sheriff’s department, the only police protection in the area, had to lay off all its employees due to the shortage of funds. Thus the people formed a volunteer police force for protection just as there are volunteer fire departments.
What a wonderful concept of community working together. Our King Community Organizer should be proud of them!! (sarc)
Ha.. even if Mexico “outlawed” private firearms.. I don’t think there’s much the Government there can do when the citizens start arming themselves.
not sure if this is true. When I last heard, the Mexican army was killing the citizens who took up arms against the Drug Cartels.

The Mexican’s are probably being armed by the U.S. gubmint “surplus” weapons which were left over when Fast and Furious was in full swing. They should thank us once again.

I have lived in Mexico for 8 years. Arms are legal here even for expats, who are not citizens. Nobody may bring arms or ammo from the USA into Mexico. (Except Eric Holder.)
There is a caliber restriction (.38 or .380 auto) for handguns, and 12 gauge shotguns have min barrel length requirements and hunting rifles are also allowed.
Some of the new cartels are stealing from the locals, kidnapping for ransom (and young boys for employment in the cartels,) extorting, murdering, etc.
The older cartels stick to the business of Narco. This is a radical shift. The public could care less about the business of Narco, but the new cartels seem to operate only on greed without regard or respect to the locals.
Currently Michoacan is a battlezone because the locals have risen up against the new cartels.
