If you're familiar with Tom Clancy's political leanings and his writing, that scene sounds like pretty much like a slap in the face to the late author, and 180 degrees away from how he'd want Jack Ryan written. Clancy was a staunch Reagan guy and got in numerous clashes with Harrison Ford during film because liberal Harrison Ford didn't like the way the script ended or the fact it portrayed the U.S. military in a positive light.
I've seen worse though. One person who would be spinning in his grave if he saw the movie "based on" his work is Harold Gray of the Little Orphan Annie fame. The musical "Annie" features FDR as a heroic figure that Annie and Daddy Warbucks look up and meet during the story (I think they even have a perky musical number together and sing a duet of "Tomorrow"), whereas Gray's original comics were vehemently AGAINST the New Deal and portrayed FDR's socialist policies as causing misery and ruining Daddy Warbucks.
Well, they are also making "Animal Farm" with the bad guy as capitalism and not socialism
