It seems like the president is implying that the pilot didn’t report anything because the communications at that spot wouldn’t allow it, but that doesn’t make sense because this other pilot who was circling overhead at the time (according to the president) was able to communicate with the airport tower just fine.

Indeed. The company’s president talks about poor mobile phone signals coverage in the area, but the pilot would rely on his radios for comm with the tower. The Cessna 208 has two radios in its radio stack, so the pilot should have been able to contact the tower.
The harnesses are not difficult to unlatch when you need to get out of them. Even if she were knocked unconscious, another person could unlatch her harness with little effort.
