Engine failed in Hawaii plane crash that killed top health official

HONOLULU Engine failure caused the crash of a plane in the ocean off Hawaii that killed the director of the state health department, the owner of the airline said Thursday. Eight other people onboard, including the pilot, survived.
Owner Richard Schuman of Makani Kai Air said the pilot did his best to get the single-engine plane down safely and keep the passengers together in the waters off Molokai.
Asked how they survived, he responded: “Will.”
“The location of the wreckage combined with wind and wave conditions likely means it won’t be recoverable, NTSB spokesman Eric Weiss added.”

That’s convenient that they won’t be able to recover the wreckage.
I want to know the cause of death of Mrs. Fuddy, as soon as possible.
Engine failure that can’t be verified because the federal NTSB isn’t going to get the wreckage. Would the radio stop working if the engine failed? What safeguards are there in case an engine fails?
That article says that the deputy director held Fuddy’s hand while she was in the water, they were both in their life preservers, and at some point Fuddy let go.
Sounds an awful lot to me like her seat belt “jammed”. Something was holding her down, and whatever it was didn’t stop Yamamoto from getting out safely from the same area.
